Our Mission

The Knoxville Wastewater Treatment Division of the Public Works Department is committed to providing prompt, efficient service to the public and visitors of the Knoxville area. We strive to respond to requests for services in a courteous, professional and timely manner. With awareness to ensure public health protection through proper collection system design and maintenance and that environmental stewardship is practiced through appropriate, efficient treatment of the wastewater that is collected. We will comply with United States Environmental Protection Agency rules and Iowa Department of Natural Resources regulations for releases of wastewater effluent into the receiving stream, and the treatment and land application of Biosolids.

Facilities and Equipment

The City’s Wastewater Treatment Plant is located at 1703 East Pleasant Street.



News & Notes

Jetting Schedule

The City cleans 112 line segments on an annual basis. This work is completed April to June. Work typically starts in the northwest part of Knoxville and ends in the south part of Knoxville. In addition, all mains are cleaned and televised once every ten years. City staff will hang door notices on doors prior to cleaning mains.

Bio-solids Application

Staff presses sludge for 8-10 weeks in the spring and again in the fall. The bio-solids are applied to fields twice a year, before planting and after harvest. Bio-solids are applied at 3 to 4 tons per acre. Local farmer interested in having bio-solids applied to their fields should contact the Wastewater Department.


Sewer Backups

If a customer has a sewer back up and calls the City, staff will check the applicable manholes to make sure that the City’s mains are not plugged. If the City’s main is plugged, the City will clean the main. If the main is not plugged, residents should contact a private sewer cleaning service or private contractor to address the problem.

Sewer Odors

If a customer has a problem with a sewer odor they should call the Wastewater Department and staff will check to see if the problem is on the City’s main. If there is not a problem with the main, residents should check to make sure all of their traps have water in them and that their vents are not plugged. If the resident is not sure how to check these items, a plumber should be contacted.

Sewer Tap Policy

POLICY TITLE: Sewer Taps
POLICY NO.: 29.16


PURPOSE:

This policy has been established to regulate the method that is used to tap
existing sewer mains in order to insure that taps are made correctly and do not damage the sewer main or restrict flow in the sewer main.


POLICY:

The City of Knoxville will purchase and maintain an air operated tap cutting tool
and will rent the tool and appropriate sized hole cutters to contractors to use when cutting service taps into the City’s main sewer lines. Contractors will be required to use the tap cutting tool to tap into a City sewer main and to purchase an approved saddle from the Wastewater Division.

The Wastewater Division will require the contractors to request the use of the tap cutting tool 24 hours ahead of the planned use. Wastewater personnel will deliver the tap cutting tool and accessories along with the appropriate saddles to the job site and will stand-by during the tap cutting process. City personnel will not enter the trench.

Contractors will be required to provide an air compressor and hose capable of providing 70 cfm of clean air at 100 psi. If the contractor can not provide the proper air, City personnel will provide a compressor for a $40 fee. If the City is required to provide the compressor the tap will be scheduled at a time convenient to the City and at a time when the compressor is available.

Sewer Hookup and Inspection Policy

POLICY TITLE:

Sanitary Sewer Hookups, Inspections and Location Recordings

POLICY NO.: 29.17

PURPOSE:

This policy has been established to define the procedure for the installation of
private sanitary sewer laterals in the City of Knoxville.

POLICY:

1. All telephone calls for inspections must go to Cindy Glick, Zoning Administrator at City Hall at 641-828-0550, ext. 224.

2. Inspections of sanitary sewer hookups shall be made between the hours of 7:30 a.m. and 4:00 p.m. Earlier or later inspections will require a surcharge of $50.00 to cover extra costs of the City for staff time.

3. All sanitary sewer connection and lateral installation inspections will be made by Charlie Stevens, Wastewater Superintendent, or his staff.

4. Requests for inspections shall be made at lease twenty-four (24) hours in advance. Staff will attempt to accommodate requests made with less than twenty-four (24) hours notice but only if the current workload permits.

5. Any work covered prior to inspection will be uncovered by contractor for proper inspection of installation. If left uncovered, appropriate barricades shall be utilized.

6. The contractor shall tie the location of all sewer main taps the nearest manhole in even feet.

7. All contractors shall be licensed plumbers in the City of Knoxville, must obtain a digging permit prior to work, must obtain necessary locates through One Call (1-800-292-8989) and must have a $5,000 bond on file with the City. When working in street right-of-way, the Contractor shall furnish the City proof of liability insurance in the amount of $1,000,000. If the contractor is working in or near a street, the contractor shall provide all necessary traffic control devices as required by the Manual on Uniform Traffic Control Devices. If the work requires a City street to be closed, the Contractor must obtain a street closing permit.

8. The Contractor is responsible for all restoration in the City right-of-way. Concrete or street restoration shall be accomplished within fifteen (15) days unless weather prohibits; and landscaped areas the same. Additional time for street restoration must be approved by special request. Street right-of-way restoration shall comply with the Urban Standard Specifications for Public Improvements.

9. Minimum Sewer Lateral (Building Sewer) Installation Requirements:

a. Minimum strength of sewer pipe shall be Schedule 40 PVC, ASTM D1785 in 20-foot sections with bells not separate fittings on the main pipe leading from the residence to the City main; minimum size for single family residence: 4”; minimum size for multi-family or commercial building: 6”.

b. When a new tap must be installed into the City main, the Contractor will be required to follow City of Knoxville Policy 29.16 (Sewer Taps).

c. When work is being performed adjacent to a home, a cleanout shall be installed near the structure being serviced.

d. City personnel will not enter trenches dug by contractors.

e. The Contractor shall bed the pipe in clean crushed limestone, ¾” to 1” in diameter, from 4” below pipe to 6” above top of pipe; sand is not allowed.

f. The Contractor shall backfill all trenches under paving with ¾” roadstone. The Contractor shall furnish a tamper and tamp the roadstone in lifts of 12” or less.

g. For minor repairs, other materials may be used with prior approval by Charlie Stevens (i.e. SDR 35 or SDR 23.5).

h. Minimum pipe slope: 1/8” per foot; minimum earth cover: 5 feet.
