Traffic EnforcementParking24 hr parking on city streets: 3-hour parking: A three hour parking limit is hereby established for areas designated around the downtown square area of the City of Knoxville. Parking a motor vehicle in such a designated area beyond the three hour limit, shall be subject to a citation. Snow OrdinanceNo person shall park, abandon or leave unattended any vehicle on any public street, street parking or alley during any snow emergency proclaimed by the Police Chief unless the snow has been removed or plowed from said street, street parking or alley and the snow has ceased to fall. A snow emergency parking ban shall continue form its proclamation through the duration of the snow or ice storm and the twenty-four period after cessation of such storm except as above provided upon streets which have been fully opened (curb to curb). There shall be a twenty-five dollar fine for each violation of the provisions of this section. Members of the Police Department are hereby authorized to remove or have removed a vehicle from a public street, street parking or alley to the nearest garage or other place of safety, or to a garage designated or maintained by the Police Department, or otherwise maintained by the City, when there has been a violation of the provisions of this section.
SpeedEvery person operating a motor vehicle on the streets shall drive the same in a careful and prudent manner at a rate of speed that will not endanger the property of another or the life or limb of any person.
Animal ControlAnimal Control officer’s hours are 7am to 7pm Monday through Sunday. To contact the Animal Control Officer call 641-828-0554 and a message concerning your issue will be given to him. DogsRunning at Large: it shall be unlawful for the owner and custodian of any dog to allow the same to run at large, at any time within the city. Dogs Disturbing the Peace: It shall be unlawful for any owner of a dog to allow or permit such dog to cause serious annoyance or disturbance to any person or persons by frequent and habitual howling, yelping, barking or otherwise. Dogs not Permitted on Park or Cemetery Premises: No owner of a dog shall allow or permit such dog to be on the premises of any of the city parks or cemeteries of the city, whether or not said dog is on a leash or under the control of some person. CatsRunning at Large: Any cat shall be deemed to be running at large if is does not have an identification tag on it, listing the name and address of the owner of the cat. No owner of any cat shall permit such cat to “run at large”. Action of cats constituting a nuisance: It shall be unlawful for the owner of a cat to allow or permit such cat to pass upon the premises of another thereby causing damage to, or interference with, the premises. It shall be unlawful for the owner of a cat to allow or permit such cat to cause serious annoyance or disturbance to any person or persons. Cats not permitted on Park or Cemetery Premises: No owner of a cat shall allow or permit such cat to be on the premises of any of the city parks or cemeteries of the city, whether or not said cat is on a leash or under the control of some person. Golf Cart UsageAccording to Chapter 321, Section 247, of the Iowa Code, a golf cart shall not be operated on a primary road extension through the city (Highway 14 and Business 92 & 5). However, they can cross the primary road or highway. The carts must be equipped with a slow-moving vehicle sign and a bicycle safety flag and operate on the streets only from sunrise to sunset. An operator of a golf cart must possess a valid driver’s license. In addition to the stated restrictions, golf carts shall not be operated on Knoxville’s sidewalks, which are for pedestrian use only.

Safety TipsCurfew: It is unlawful for any minor to be or remain upon any of the alleys, streets, or public places or places of business and amusement in the city between the hours of twelve o’clock, midnight and five o’clock a.m. of the following day. Bicycle Safety: Bike riding is a lot of fun, but remember, you’re not alone, other bike riders, pedestrians and motorists present potential risks for accidents. Remember the following: Use your head, always wear a helmet, always signal before turning, ride on the right never at night, use a bicycle basket to carry things, obey traffic signs and ride in single file.
